IRGC Proscription: Legal Position and Policy Assessment

We Believe Alliance has published a new parliamentary briefing by Catherine Perez-Shakdam examining the case for proscribing the Islamic Revolutionary Guard Corps under existing UK law.

The briefing argues that the issue is no longer whether the United Kingdom has the legal means to act, but whether it has the political will to do so. It sets out the evidence that the IRGC’s activities extend well beyond those of a conventional state body, and shows how its methods - including intimidation, surveillance, proxy activity, and subversive operations — place it firmly within the scope of a serious national security threat.

The paper also makes clear that proscription should not be treated as a stand-alone gesture. It forms part of a broader strategic response, one that must include stronger enforcement, financial disruption, institutional resilience, and a more serious approach to hostile state activity on British soil.

At a time when the UK is facing mounting threats from state-backed extremist networks, this briefing offers a clear and practical framework for policymakers, parliamentarians, and all those concerned with Britain’s security and democratic integrity.
