The Case Against Zaher Birawi and the PRC
WBII, in partnership with the Forum for Foreign Relations (FFR), Stop the Hate UK, and The Shield of David, is proud to publish a major new parliamentary briefing exposing the legal, political, and national security threats posed by Zaher Birawi and the London-based Palestinian Return Centre (PRC).
The briefing lays out a compelling case for urgent Government action. Dr Birawi, a UK resident and president of the PRC, has been explicitly identified by Israeli intelligence as an affiliate of Hamas—a proscribed terrorist organisation under UK law. In his capacity as Chair of the International Committee for the Lifting of the Blockade on Gaza, and as a lead organiser of the Freedom Flotilla Coalition, Birawi has operated at the centre of global campaigns designed to undermine Israel’s right to self-defence and exploit the UK’s charitable frameworks to spread Hamas-aligned propaganda.

The abuse of UK-registered charitable status to facilitate political warfare and ideological incitement;

Evidence of potential breaches of the Terrorism Act 2000 in relation to financing terrorism, encouragement of terrorism, and aiding a proscribed group;

The disturbing involvement of elected officials, including French MEP Rima Hassan, in Hamas-aligned flotilla operations coordinated by Birawi;

The urgent need for a parliamentary inquiry into how civil society platforms in the UK are being manipulated by extremist-linked actors operating under the guise of humanitarian advocacy.
This is not a fringe issue. It is a test of Britain’s commitment to counter-extremism, democratic integrity, and the rule of law. As Israel—a key UK partner in counter-terrorism—has already flagged the PRC as a Hamas proxy, it is time for the UK to follow suit and investigate with equal rigour.
