Restoring Integrity: A Call for Accountability at the United Nations

We Believe in Israel is proud to announce the launch of a critical campaign aimed at restoring integrity and impartiality to the United Nations by addressing the actions of Francesca Albanese, the UN Special Rapporteur on the Palestinian Territories. Her repeated breaches of ethical standards and blatant misuse of her position have undermined the credibility of this vital office, calling into question the very principles of fairness and impartiality the United Nations was founded to uphold.

Why This Campaign is Urgent

The office of the UN Special Rapporteur on the Palestinian Territories holds immense responsibility. It is intended to provide objective, independent analysis that champions universal human rights. Yet, Ms Albanese has used her platform not as a means to mediate or seek solutions but as a weapon to amplify anti-Israel bias and perpetuate ideological agendas.

  • Betrayal of Neutrality: Ms Albanese has repeatedly characterised Israel using terms such as "apartheid" and "colonialism," employing language designed to inflame rather than inform. Her refusal to condemn the actions of extremist groups like Hamas, while selectively vilifying Israel, is a stark violation of her mandate.

  • Erosion of Trust: By prioritising political rhetoric over impartial advocacy, Ms Albanese has undermined the UN's standing as a credible arbiter of human rights. Her actions reflect a wider malaise within the UN, where ideological biases are increasingly allowed to erode its moral authority.

  • Human Rights Weaponised: The selective and prejudiced nature of her commentary delegitimises the noble mission of protecting human rights, turning a global platform into a tool for promoting one-sided narratives.

Our Goals

This campaign is not simply about holding one individual to account. It is about reasserting the standards of integrity and impartiality that should define any international institution. Allowing such behaviour to go unchallenged weakens not only the credibility of the UN but also the principles of fairness and justice it claims to champion.

  1. Demanding Accountability: We are calling on the UN Ethics Committee to investigate Francesca Albanese's actions and to ensure adherence to the impartiality and ethical standards her role demands.

  2. Engaging Policymakers: We will appeal to MPs and Peers at Westminster to press for action on this issue, underscoring the broader implications of allowing UN representatives to operate without proper scrutiny or accountability.

Taking Action

The campaign will include a series of focused initiatives designed to bring about meaningful change:

  • Formal Appeal to the UN Ethics Committee: We are drafting a comprehensive letter calling for an independent investigation into Ms Albanese’s conduct. Once finalised, we will encourage our supporters to amplify this effort by submitting the letter themselves, ensuring the call for accountability is impossible to ignore.

  • Engagement with Westminster: A targeted letter will be sent to Members of Parliament and Peers, urging them to leverage their influence to demand higher standards of governance and impartiality within the UN.

Why Your Support Matters

This is not merely an issue of poor judgment by one official. It is about the broader implications of allowing international bodies to become tools for perpetuating bias and double standards. By acting decisively, we can send a clear message that impartiality and integrity are non-negotiable.

We Believe in Israel invites you to join us in this campaign. By working together, we can demand accountability and help ensure that the UN operates as a beacon of fairness, rather than a stage for prejudice.

Subject: Formal Request for Investigation into the Conduct of Ms Francesca Albanese, UN Special Rapporteur on the Palestinian Territories

Dear Members of the UN Ethics Committee,

I am writing to express grave concerns regarding the conduct of Ms Francesca Albanese, the UN Special Rapporteur on the Palestinian Territories, whose actions and statements appear to fundamentally undermine the principles of impartiality, neutrality, and integrity required of her office. As a supporter of We Believe in Israel, I believe that the credibility and moral authority of the United Nations rest on the unwavering impartiality of its representatives.

Ms Albanese’s statements and conduct, however, have betrayed the trust placed in her position and demonstrated an overt bias that violates the ethical standards expected of a UN Special Rapporteur. I urge the Ethics Committee to address these concerns with a formal investigation.

Specific Violations of Ethical Standards

  1. Partisan and Prejudiced Statements
On multiple occasions, Ms Albanese has used her platform to make inflammatory and one-sided remarks about Israel, including equating its actions with apartheid and colonialism. Such language not only deviates from her mandate to report impartially on the situation but also aligns with rhetoric that delegitimises a UN member state. By framing her narrative through ideologically charged and selective accusations, she has compromised the objectivity required of her role.

  2. Use of Position to Promote Bias
Ms Albanese has perpetuated an anti-Israel narrative that ignores or minimises the role of other actors in perpetuating conflict and human rights abuses, including Hamas and other extremist groups. For example, her failure to condemn or even acknowledge the impact of indiscriminate rocket fire targeting Israeli civilians reveals a partiality that undermines her credibility as a neutral arbiter. Her omissions not only betray the trust placed in her office but actively damage the perception of the UN as an impartial institution.

  3. Endangerment of the UN’s Credibility
By politicising her role, Ms Albanese has undermined the broader mission of the UN Human Rights Council. Public trust in the UN relies on its ability to mediate conflicts and advocate for human rights without bias. Ms Albanese’s actions, however, have eroded this trust by fostering a perception that the UN’s mechanisms are vulnerable to ideological agendas.

  4. Disregard for Ethical Obligations
The Code of Conduct for Special Rapporteurs outlines the duty to uphold impartiality, independence, and integrity at all times. Ms Albanese’s repeated use of her position to disseminate partisan rhetoric reflects a serious breach of these principles. Her mandate is not to adjudicate political grievances but to provide an unbiased, fact-based assessment of human rights conditions. Instead, her conduct suggests a personal agenda that undermines her professional obligations.

Call for Action

I respectfully request that the Ethics Committee:

  • Conduct a formal investigation into Ms Albanese’s conduct, with a focus on her repeated failure to adhere to the principles of neutrality, objectivity, and professionalism required of her role.
  • Evaluate whether her actions constitute a breach of the Code of Conduct for Special Rapporteurs, specifically concerning impartiality and independence.
  • Provide a transparent review of the findings, accompanied by any necessary corrective actions, to reassure the international community that the UN remains committed to the highest ethical standards.

The credibility of the United Nations depends on the integrity of its representatives. Ms Albanese’s conduct not only undermines her office but also compromises the UN’s ability to advocate effectively for human rights. Addressing this issue is not just a matter of procedural necessity but a moral imperative to restore confidence in the UN’s mission and principles.

Thank you for your attention to this critical matter.

Yours sincerely,
